These are some of the difficulties I have had to face, and I very respectfully submit, are not the usual conditions one has to reckon with in taking over a new appointment.

On the organisation of new departments, and I submit the Post Office may now practically be considered a new department, it has been customary to pay the organiser a substantial salary.
On the inception of the Imports and Exports Department some 12 or 13 years ago, the then Clerk of the Councils, who was entrusted with its organisation...
